FORMING OF INTER-REGIONAL INFORMATION AND COMMUNICATION ENVIRONMENT FOR EFFECTIVE BUSINESS INCUBATION DEVELOPMENT IN UKRAINE Project of UKRAINIAN BUSINESS INCUBATORS AND INNOVATION CENTRES ASSOCIATION (UBICA) is implemented within the InfoDev Program of the World Bank.
The project of Ukrainian Business Incubators and Innovation Centres Association (UBICA) Forming of information and communication environment for effective business incubation development in Ukraine (UBICA-ICT) is timed for two years (from July 1, 2003 to July 1, 2005) and is registered in the Ministry for Economy and European Integration of Ukraine as the program of international technical assistance. The project is implemented in partnership with Ukraine State Committee for Regulatory Policy and Entrepreneurship.

| | International Bank for Reconstruction and Development | | Contemporary trends of society development are based on knowledge and information in various fields. Entrepreneurship is no exception. Moreover, it is the very environment, where new knowledge, technologies and innovation solutions are introduced and applied the most dynamically of all. These technologies include information and communication technologies (ICT). Using ICT allows to make the process of entering business by enterprises who are business incubators clients more effective, including those specialized in IT and others; provides for quick communication, data search and dissemination of information, interaction with clients, marketing, sales management. On the other hand, it allows to reduce costs and increase profits, find new distribution channels. All of this increases competitiveness of SME. For the Association, uniting business incubators, innovation centers, technical parks, that work in all regions of Ukraine raising and promoting establishment of new business directions, this project is the unique opportunity of creating the professional information environment, joint use of knowledge and experience in development of entrepreneurship support structures and establishment of market relations in Ukraine, possibility of cooperation and strengthening partnership within the network of SME support structures, the channel of promotion of business incubation technology at the national and regional levels. PROJECT GOALS: - Assistance in social and economic development of the population by giving support to small and medium enterprises with use of information and communication technologies (ICT) in business incubation;
- Wide implementation of ICT in small and medium enterprise (SME) activities in Ukraine in order to increase the effectiveness of their development;
- Acceleration of building the network of business incubators and other innovation type structures with use of modern information and communication technologies;
- Assistance in creating favorable environment for more effective social partnership among governmental, public and business sector.
PROJECT Objectives - Development of entrepreneurship support infrastructure in Ukraine and uniting all these structures in the network for effective cooperation.
- Professional development of entrepreneurship support organizations.
- Further promotion of business incubation technology in Ukraine.
- Introduction of new technologies and innovations in realization of national entrepreneurship support programs;
- Increase in the efficiency of institutions and improvement of quality of services provided by them.
Project comprises three directions: Knowledge Management that provides for monitoring of the effectiveness of entrepreneurship support structures activity and research of problems and ways of innovation entrepreneurship development, creating and maintaining web-portal and information interregional network. Capacity Building and Training is aimed at increasing professionalism of entrepreneurship support institutions managers, improving skills of modern information technologies usage in practical activity of SME, which are clients of business incubators and entrepreneurship support centers. Support of information and analytic centers by organizing and carrying out mini-grant project tender for effectively operating business incubators and entrepreneurship support centers in the regions of Ukraine. Project activities - building the network of information and analytic centers;
- conferences and round tables;
- capacity building and training for BI clients and personnel in the fields of ITC in business;
- monitoring and evaluation of current condition of resources of UBICA, partners and executives;
- PR campaign.
